There are tons of ways. For one, it seems you're a yahoo user. So your first choice is geocities. To use geocities for free, you'll have two choices for building. There's your easy, template version. And then there's a harder version to use. which will make your site more customizable.
The problem with geocities sites, in my opinion, is that you have these super long urls. So when you give people your url it's like: whyyoushouldbuymasseffect.geocities.com/las383l2
some crap like that. So when you're done with the site, get something like .tk to host it for you for free. There'll be ads, but it'll be better overall.

a lot of internet service providers offer free websites. How do you get on the internet? If you use bellsouth, or earthlink, or others like that, they offer free web pages.

You can get free hosting at Geocities.com
And you can use there web helper to create your site.
