What does it mean when there is a highway patrol car unit with lights on swerving into all lanes of traffic,both left and right ? All traffic seems to stay behind it, but what is the purpose behind this manuever ?

slow down traffic and ultimately to open up a large open area in the traffic pattern maybe because they are planning on closing the road or they are attempting to stop a car further up and need the road clear to apprehend the suspect.

The patrol does this to initiate a "traffic stop" or "traffic break" on a freeway. They usually do this if there's dangerous debris on the freeway ahead and a unit has been positioned to remove it, or to move cars that are on the center divider over to the right side of the freeway.

To hold back traffic (and eventually stop traffic), it should raise a red flag to other motorist that there is something go on ahead of them
