Thats a tough question, which will certainly be answered when its time for the world cup qualifying matches. Nery and Donovan are great strikers of the ball, but there are the Velas and Gios, that we have yet to see play at the Concacaf level. Furthermore, you have the Caribbean powerhouses, like Jamaica and Trinidad that might have a couple dangerous forwards.
To the dude above (goes by the name stop asking questions), you have it all wrong. Guadeloupe is in the caribbean, but it is not an independent country. It is (and will be for a long time to come) an overseas department of France. In other words, it is France and France is already apart of Fifa, so Fifa will not recognise Guadaloupe as an independent country and give them any form of footballing status. So Guadeloupe cannot be apart of Concacaf. They were just an invited team to the Gold Cup, just like in the chinese cup you have international teams playing against a Hong Kong XI.

I'd like to say it's Landon Donovan, Brian Ching or Taylor Twellman, but they really haven't pulled through lately. The weird thing is that the most efficient strikers in concacaf lately have been midfielders and defenders (feilhaber and guardado). I'd say the best actual striker is Dwayne DeRosario, followed by maybe Touissaint of Trinidad & Tobago.

David Suazo,
now playing with Inter, was the best foreigner in the Italian League with Kaka for season 2005-2006 and best Latin American striker this past season on Italy, playing with Cagliari. You will see him become famous this season with Inter. No defense can't stop him. Specially in Concacaf. He also helped Cagliari avoid relegation this past two seasons.
