it is a DVD as they just copied the content of a DVD and made a file with win RAR so u have the following options.

1- u can use any burning software and burn these files inside a DVD disk as u burn any files into a disk. if u r using nero then start nero and choose data DVD then just put these files inside and burn. remember there are tow folders inside the DVD which are VIDEO_TS and AUDIO_TS and those files u r talking about are inside the VIDEO_TS.

2- u can download VLC media player and watch the DVD on your computer without the need for burning just open the VOB file with VLC media player

The 3 files are the components that make up the data on a DVD.
Use your burning software to create a DVD from these files (all of them are required).

use nero, and select Burn DVD Files. Other software will have similar options, but I use nero. Good Luck. Oh yea, select all the files when you burn the DVD, not just one :)
