29 would be considered small for a Weather aka Dojo Loach. The thing will mature and reach 12". The 10 gallon tank is only 20x10x12. The thing couldn't even turn around! At least with a 29, it would have 30x12x18...
In your 3.5 the only thing would be a single betta. Males are the colorful ones... it would need a heater and filter too.
Orandas will enjoy interaction with a human. Perhaps not the same way a dolphin will, but they are sociable fish. Keep in mind they need to be in a healthy environment. That means filtered, 20+ gallons per fish and at least one more of their own kind. Don't put a Dojo Loach and Oranda in the same tank!

A Weather/Dojo Loach would be fine in a 10 gallon tank, just make sure you keep a small group of them (3+). When in small groups, they are more active and more friendly.

For the 3.5 gallon tank, a Betta is really the only option, that is too small of a space for almost any other fish.

Some Goldfish will swim up to your hand and let you pet them, others will be terrified of you, it is a personal thing... I hope you are not planning to keep the Oranda in the 3.5 gallon tank, they get far too big.

Good luck with the Weather Loach!

Only one single betta is OK in a 3.5 gallon -- not great but I guess OK. Orandas rock, but they get Big and round, so you need at least a 30 gallon for two.

Only a betta would survive well in a 3.5 gallon. That's a really good size for one male betta. It's too small for other fish.

fancy goldfish need a tank around 55 gallons with a canister fitler, so a 10 gallon isnt good for them.

Weather loaches will reach about 6-7 inches, but they can live in a 10 gallon with a HOB filter.

in a 3.5 gallon, a betta would love it in there.
