YES. I never give stars to people who asks. I hate when people try to be sneaky about it too by asking something like "if you had a good time tonight, give me a star" or "and oh yeah, don't forget to star".
People will star you if they want to!

I asked for stars once at got almost 70, it was more than I expected. Unfortunately Yahoo sent me a violation and removed the question, but I did get to keep the stars.
