I've always noticed how people have to be "convinced" by a ruling elite that they need to attack another country or large group before they will do it. Does anyone have an example of a countries population spontaneously attacking another without government or other elite coercion?

many pogroms against native jewish populations were actually local in nature with little prompting from civil authorities also the lynchings of the south while a social event sanctioned by local authority was usually sparked by an incident ..whole towns were wiped out by lynch mobs....not just individuals who got uppity
there is a movie about one such incident in fla that occured in the 20th century

You're right. They should go back to the Bush method of withdrawing all government involvement and let private industry solve all of society's problems just like they did from 2000 to 2008. Or, I could ask why are conservatives incapable of solving problems without using coercion by the Federal government? Gay rights, family planning, immigration etc.

In 1994, Rwanda experienced a genocide by Hutus that killed 800,000 Tutsis and Hutu sympathizers. What set it off was a radio program by dee-jays and not the government. It's not the first time Huntus went after Tutsis. Sunnis and Shiites attack each other on a whim in Iraq.

Well.. Al Quaeda is fomenting civil war in Iraq by attacking both Shia and Sunni.
They in turn seek revenge on each other.
But I suppose they are the elite coercion you mentioned
