I'd really like to know why he hasn't done it. He's been asked many times. Did he ever give a reason?

It's all because of politics. I don't know why Bush is so cozy with the Mexican government. He's probably scared of "offending" them.

And why won't Bush pardon the "Dog"?

The answer to that is clear: It's all because of politics/ fear of offending the Mexican government.

Bush is only concerned with those that help HIM break the law. Those poor border patrol agents deserve a medal, but Bush will let them rot because they did nothing for him.
