And we refuse to sign the Antipersonnel (land mine) treaty...

Depends how you look at it. For sales to developing nations like Iran, India, etc., Russia leads the way. Overall the USA is number 1, with France in second place.

So if you are looking at weapons sales to the more unstable parts of the world, Russia and France lead the USA. If you're looking at weapons sales to countries with more stability, the USA is first.

Since 1990, the United States has exported more than $152 billion worth of weapons, more than any other country. Many of these sales have been to repressive and/or unstable governments.

The most common firearm in the world is the AK47 and AK74. The most common RPG also comes from Russia.
I would say Russia.
