Pike and Monroe Counties are the closest to the city. Monroe County is more suburban and more populated, plus it is a little easier getting into the city via Interstate 80. If you want more rural living and pristine living conditions, check out Pike County. Towns in Monroe County include Stroudsburg, East Stroudsburg, and Tannersville. Milford is the only town in Pike County that has any relative size (about 2,500 people).

Well, Pike county borders Orange County, which is NY. You could drive to Port Jervis and take a train from there to NYC.
As an example, there is a train that leaves Port Jervis at 5:39 am, you transfer to another train in Secaucus Junction at 7:45 am and arrive at New York Penn Station at 8:00 am.

Of course, you could also take an Amtrak train from Philadelphia 30th street station to New York Penn Station. That could take anywhere from little over an hour to close to 1 hour 30 minutes. But, that is very expensive.
