basement is dry. has a sump pump. dehumidifer runs when needed. dryer vent appears to go all the way outside, but has a covering and isn't visibly wet.

It sounds as though your dryer vent & hose are clogged with lint. Just because the lint filter is cleaned out after each load, doesn't mean it's lint free. Get it cleaned out, by removing the hose, cleaning it & by buying the special vent brush they sell at Lowes to remove the lint filter, & clean deep inside the dryer.

Check the manufacturer specifications of your dryer and try to gauge the run of your dryer vent. In most typical situations, dryers are only able to vent a max of 25'-30' depending on brand and model. However, the number of elbows and angles in the run also decreases the allowable length of vent run. So this compounded with lint in the vent can cause your dryer to be less efficient and damp.

Go out side of the house to where your dryer vents. check to see if there is any lint built up around there. Try to stck your hand in the vent to see if there is a lot of lint built up there as well.

Move the dryer, disconnect the vent hose.
Use your vaccum hose to vaccum the vent to the dryer and the wall.
Then reverse the vaccum hose and blow out the wall vent.
Have someone observe outside that it blows clear.

Definetly moisture buildup make sure your vents and underneath your dryer are clear of any lint.
