What you describe seems to be the frenulum, which basically tethers your foreskin to the glans (penis head). It's perfectly normal and is a source of pleasure and sensitivity in many guys (see link for more details).

everyone has it i cant pull my forskin back because it hurts but i'm only 14. you dont need to be circumcised, aparently later on in life the helmet of the forskin tares off slowly, aparently totaly natural.

this is from not washing enough. wash it better and more regularly.
