It says that there is a AMD Xilleon HDTV integrated encoder which would "provide high quality analog tv output". But I don't understand how it could do that. I know there is no actual cable jack on the card but could the cable have a adapter to make it DVI?

It means that it can provide 720p and/or 1080 (i and/or p) on the S-Video and component video outputs of the card.

So you can drive a non-HDMI HDTV at high res.

Edit:
Hi def. Blu-ray and HD-DVD will not work over a DVI-D link without HDCP encryption. I do not know if they will put out a high def. signal on analog, but I suspect that they drop down to a 480p.

The actual question refers to ATI VIVO technology, allowing video IN to the video card s S-Video port. The special connector supposed to use has both S-Video IN and S-Video OUT connectors. Optional RCA video pair as well.
From ancient times, when connecting your PC to a standard TV was actually advertised.

What they are saying is you can use a HDMI TV as the monitor so if your computer has a blue ray drive for instance you will be able to use it as the player and watch on your full size TV
