check the fuse hasnt blown and the trip hasnt fired,otherwise you will need a sparkie to meegar the lighting circuit to see if there is a fault on it

It may not be due to the rainfall, that might be just a coincidence.
It is afterall odd that it is your downstairs lights and not your upstairs lights, which one normally associates with rain leaking through the roof and affecting the electrics.
You have checked all the fuses (or Circuit Breakers).
One further check would be to take out the known good one (on the upstairs lights) and try it in the downstairs circuit.
At the same time try the one from the defunct downstairs circuit in the upstairs circuit.
From that you should be able to deduce whether it is or not the circuit breaker that is at fault.
If it is, replace it. If not you'll need an electrician to test the circuit.
Just remember, before removing and replacing circuit breakers, switch off at mains.

The lights may be on a RCB circuit, although they're usually not.
In any case, the switch in your fusebox will have tripped. This may be due to water getting into an outside light (floodlight in the garden etc), and this would cause the fusebox switch to trip.
If you switch back on, and the switch automatically trips off again, then the problem is permanent. You'll have to find the faulty light, connection or bit of wire, and rectify before the switch will stay on.

i agree with Nigel ..it may be just a coincident..but it is unusual that you have lights upstairs as the lights are normally on a ring main ..one out all out ..and i would have thought that the sockets would have suffered before the lights as they tend to pick up earth leakage due to damp walls quicker than lights recheck and alternate the fuses ..but only the light ones ..normally the ones with the white dots ..if not call in a sparks .in the hands of amateurs electricity can kill

If this is in a basement you probably have a gfci recetacle tripped.this could control your lights.
