Neither.
Congress has not declared any war. I've never even seen any proposed declaration of war make it to a general vote on the floor (in the past decade).
Congress voted an Authorization to Use Military Force, which was leverage for inspectors (after the fact).
But it's not a war in any legal sense of the word. Sadly, too many people don't really seem to care what words they use, and don't care whether what they are saying is accurate.

Does it matter? The fact is that we're there now, and the forces of islamic fascism have decided to make that they're battleground. We can debate about how we got there later, but if we surrender now it's going to be like the afghani victory over the soviets which eventually brought about 9/11.

They knew what giving Bush the authority would mean. However this was in an atmosphere of "do it or you want the terrorists to win". So go figure.

properly, they did provide him the authorization to apply rigidity. of direction, Congress did so after being lied to via the administration. Of each and all the lies, although, the deadliest have been the lies advised via Colin Powell. We depended on Colin Powell with the lives of our babies and the honour of our united states of america, and he, dependable Republican that he's, proceeded to waste them. Worst of all, Congress lacks the ethical fibre to respond via impeaching the lot of them. the terror of President Cheney is an excuse: if Congress became somewhat approximately honor and honesty, it could have impeached all of them, years in the past. yet, finally, Congress is populated via occupation politicians, and therein lies the topic. no person could be allowed to be a toddler-kisser for existence. somewhat each and every person could be required to be of a few use to u.s. in some unspecified time interior the destiny.
