No, he did not just enact martial law.

Your question is a complete lie.

The White House link you provided says nothing about martial law, domestic clampdown, census, house to house assault teams, or insurgents. It does say that assets will be frozen of individuals who

"(i) to have committed, or to pose a significant risk of committing, an act or acts of violence that have the purpose or effect of:

(A) threatening the peace or stability of Iraq or the Government of Iraq; or

(B) undermining efforts to promote economic reconstruction and political reform in Iraq or to provide humanitarian assistance to the Iraqi people;

(ii) to have materially assisted, sponsored, or provided financial, material, logistical, or technical support for, or goods or services in support of, such an act or acts of violence or any person whose property and interests in property are blocked pursuant to this order; or

(iii) to be owned or controlled by, or to have acted or purported to act for or on behalf of, directly or indirectly, any person whose property and interests in property are blocked pursuant to this order."

I knew it. All I can say is I knew an executive order was just around the corner and this is what the big top secret meeting was about this morning. It's not quite Martial Law yet but it's right around the corner.
Things are getting very shaky in the US right now and I suspect that we are crawling with Al-Qaeda or MIB take your pick.

Edit: What most of these posters fail to see is that even though the document didn't specifically say dissenters it left the door wide open as to who they are actually referring to as terrorists. Look up the definition of a terrorist under the Dept. of Homeland Security.

Did you actually read the EO you linked, or the original EO issued in 2003 which this one supplements? This EO applies to terror sponsoring organizations and individuals and is specifically limited to their support for terror activities in Iraq. It has no force or effect with respect to dissent in general. I applies to specific acts of violence, intimidation or threats thereof. Try reading your links before you post.

There is nothing in there about "dissent", but rather, those who give material support...
