Sure, you win a war when you achieve a specific set of objectives that deprive the enemy of their objectives.
That's impossible where there is no single enemy, or where your war is against a concept. "Terror" is an emotion -- you cannot wage war on an emotion and "win", except if the short term. Since terrorists have been around from the dawn of civilization, it's impossible to "win" the war on terror unless you eliminate all hatred and prejudice and fear from the world. And force is not the way to do that.
As far as the occupation in Iraq, we cannot "win" that any more than we can "lose" that. We're there until we say we're done. We can win at any time by declaring that we've done what we came to do. Nobody can argue with us, because there is no single other side that's opposing us. We're not even one of the sides in the conflict. So, the concept of "winning" in Iraq is meaningless because we can declare anything a "win" unilaterally.
And as a side note, assuming that 100 million people all think exactly the same, and attacking and insulting those people just because you disagree with their basic philosophy, does little to advance your cause. It just makes it seem like you're more interested in insulting people that discussing the actual issues on their merits.

you must mean like the Republican war on Iraq. A tiny little country with no navy, no air force, and virtually no army. Yet we have been there longer than the time spent fighting WWII.

by the way, at what cost do you want to win the war in Iraq. Apparently number of lives is no concern. How about bankrupting the U.S. I find it odd that you don't have a problem with that. Study some history and you will see that is what happened to Russia in the Cold War. It is now happening to us. Does that make Conservatives happy????

I don't know about modern 'liberals,' but the Democratic party doesn't have a bad historical track record. It was a Dem that figured the best way to achieve victory over Japan was to nuke it - and nuke it again for good measure.
For that matter, modern liberals argueably won the Vietnam War.

The only people who win wars are the rich. They never fight wars, so they always win. The rest of us who pay for wars, die in wars, fight in wars, never win them. We all invariably lose.
Your representatives, they are all rich. They will win the war. We are all poorer because of war, we are threatened because of war and we are afraid because of war. We never win wars.
Behind every great fortune there is a great crime, and war is the most savage crime of all. Remember, those who support war are either rich (and therefore criminals) or they are brainwashed. People of good will do not amass fortunes and repudiate murder. People of good will are against war.

By sending too few troops, extending their tours when failing to meet recruiting goals, failing to equip them with sufficient body armor and armor for vehicles, no-bid contracting out the troops food and other needs to halliburton, invading and occupying a country and allowing it to descend into chaos?
Oh wait, that would be how Neo-cons LOSE wars.
Like the one they are currently losing in Iraq.

WWII showed they did, but the Dems in the 1940's weren't so liberal. They became progressively more so in the 60's. Now days, they see the cut and run method as a way to victory. Yes, but that would mean doing bad things to people and we wouldn't want that, would we? They have forced this war to be conducted like we're polite little girls at play. If we had conducted WWII in the same way, we'd be ordering our sushi in German!

No . . . and the only thing they know how to do when they lose is to SUE. That's what they tried to do back in 2000 when Gore LOST the election, they tried to steal the election by suing.
If they could find a way to sue Al Qaeda, they'd do it.
