You weren't clear about exactly how his head is hitting the floor. Is the situation that he's crawling and learning how to hold his head up? Because if that's the case then his head will bobble up and down and he will bonk his lil' noggin. Especially if he's getting tired. Just make sure he lying on something soft and thick enough not to hurt himself.
If this isn't the case then you need to talk to your physican. By the age 2 -3 months baby will be holding his/her own head up by themselves. Yes he could be a late bloomer but again your doctor will know best.
I am a proud mama of three ages 11y, 3y and 19months so please call the authorities if you suspect abuse or neglect.

How does a baby drop his head on the floor? Do you mean someone dropped the baby on his head? Babies are pretty strong. But don't keep doing it. Go to the pediatrician if you're worried. If you know someone is purposely hurting a baby, report them.

I think you mean if he fell over and bumped his head on the floor? It depends on how are he hit. Anytime he hits his head hard you need to check his eyes and make sure they are dialating, try to keep him awake for atleast an hour. If it were me I would call a dr. My daughter has fell over when she was learning how to sit and bumped her head on the playpen. We just did what I suggested above and she was fine. But every situation and baby is different:)

Odd...I've never seen ANYONE drop their OWN head on the floor...
Semantics aside...A baby's skull is not fully closed...that is why you feel "soft spots" on the head...it is basically his brain..dropping a child on their head is always bad...but one who still has soft spots is especially concerning...you risk serious injury and even death....a baby is not a "play thing", a toy or a basketball....they are HUMANS...treat them as such...

They grow up to be stockbrokers who are unable to commit (my ex-BF). He fell on his head about 4 times flinging out of adult's arms.
Seriously though, if your baby is learning to walk and bumping his head really hard, or flinging out of your arms (as some are wont to do), he could do some damage to his brain. Talk to your ped.

Pick it up and put it back on, is one thought...
Sorry. Couldn't help myself. But you'd want a neurologic consult if it continues . Could be symptomatic of several different disorders, or could be nothing but a phase.

If the baby dropped his own head he may want to question how he is alive yet decapitated.
