A 17-year-old cannot leave home unless they've been emancipated in some manner, such as marriage (requires parental consent) OR they have parental permission to move (and they are moving to a safe and appropriate environment and are being provided for). However, even if your parents give you permission, they are still responsible for you and they can 'change their mind' and 'order' (for lack of a better work) you to come back home any time they choose to.

At 17, you are still considered to be "an infant minor", so leaving would be 'running away'.
Even if you just turned 17, it's only one more year. Tuck in your head, be nice, and fake it for another 12 months or so, then leave.

As long as they aren't in school any more and if they want to go to college to a different state, or if they have their reasons for moving to a different state. I won't ask why but I would understand the reason since everyone has their own reason for moving out of their own even if living in a different state all together.

No, to do that your parents must emancipate you. If you do what you are asking about then you'd be considered a runaway-a juvenile delinquent.
