depending on which model of printer. are you buying a original ink cartridge? i could be the manufacturing defects on the chip on the cartridge itself. otherwi, un-plug all wires, re-start then try putting the ink cartridge again.
try to rub a tissue against the print head, if you find ink on it, it could be due to the printer sensor error that is not detecting the cartridge volumn.

Did you really put in a new cartridge, or did you just refill it or buy a refurbished one? It could be the electronics were never reset and they believe the cartridge is old. Otherwise, if you have multiple cartridges it could be one of the other ones is empty.
Like others have said, if that doesn't work, try removing the cartridge, turning off and unplugging the printer for little bit, plug back in, turn on, and re-install the cartidge. If that doesn't work, and your printer is more than 3 years old, it might be better to just get a new printer than hassle with tech support.

I have a Dell printer and have the same prob. I realized (too late for me) that there is an option on the small printer screen that asks you if the cartridge is new or old when you install it. If you select new it will automatically reset. If this doesn't help you, you may just have to ignore it and wait until you notice your ink running out to get a new cartridge.

Does your printer take more than one cartridge? (1 for Black Ink & 1 for colour perhaps?)
Maybe you have changed one cartridge, but the other(s) still need replacing.
