There is a difference between consensual tickling and non-consensual tickling.

For many people, like me, consensual tickling is a form of affection. The tickler always respects the limits, feelings and desires of the ticklee and the tickling is rewarding for both parties.

When you are tickled by somebody that you like (and agree to be tickled by), you actually receive healthful benefits as well. When you are laughing, your brain floods your body with healthful endorphins which reduce stress and promote healing.

I have tickled people who previously hated to be tickled. They learned that the reason they hated to be tickled in the past was because the tickling was not consensual - the ticker was in it for their own pleasure and not mutual pleasure.

In some relationships, tickling can serve as a form of extended foreplay.

I hope that this helps to answer your question. Feel free to email me if you have more questions about it.

I like it sometimes the way I like to
ride a wild roller coaster...
It makes me lose control and lol,
scream and go crazy,
but if it's done too long
I could die from it... How?
Hold me down, take off my
socks and start scratching
the soles of my bare feet, but
for me to enjoy it at all
you would have to stop every few minutes
and let me catch my breath.

Everybody responds differently to such stimuli. Something you percieve as uncomfortable may be utterly different for someone else, but it's hard for people to break out of their own very definite frame of reference and 'feel what someone else feels.'
