Literally, it means "Like Don Quixote" fro, the book Don Quixote. Basically it means he's feeling crazy/eccentric.

It would basically mean that he felt foolish, especially if it was about something that's pretty obvious. For example, someone could feel "quixotic" if they were looking for their pencil and it was in their hand.

The word comes from Cervante's Don Quixote, who thought he was a knight and is famous for fighting windmills because he thought they were giants.

Webster defines it as this:
1 : foolishly impractical especially in the pursuit of ideals; especially : marked by rash lofty romantic ideas or extravagantly chivalrous action
2 : CAPRICIOUS, UNPREDICTABLE

BOLD - going against the norm - going bravely forth with little or no agreement

ie. "the quixotic trolls do battle with the psychotic Yahoo Answers feminists day after day, wading tirelessly up stream through a river of thier emotional illogical garbage"

It means he is unrealistically imaginative and hopeful! It is like saying all words and no action will make no plans a success!
