I'm assuming AT&T is your local phone company. AT&T high speed internet is a DSL service. Digital Subscriber Line service is based on distance. If your home is too far away from the closest AT&T office, the DSL will not work.
That leaves you with the choices of Cable Internet services, or Dial-up (Uhg!). Sorry.

The reason is, DSL internet connection is based on the distance. Unlike cable connection, DSL slows down as the distance increases. The place you live might be too far away from the station.
Good Luck,

AT&T doesn't have high-speed-capable lines *everywhere* yet! In many smallish locales they possibly can't even afford to go to the effort. Just so's you can be informed, in many locales, even *dialup* service isn't universally available, and in those cases, Earthlink seems to provide the most universal coverage.
(At any rate, IMHO: AT&T ... and Earthlink ... should be avoided! For dsl, you can't possibly beat covad! They purdy much "own" the lines AT&T uses, their tech support is astounding, and you don't have to download a bunch of bundled software crap to use the service - better price, too!)

For DSL to guarantee your speed connection you must be within two miles of a hub. With DSL, the speed greatly decreases the farther you are away.

Probably because AT&T doesn't service your area. Who is your phone service with? Qwest? Verizon? Embarq?
If you're in one of those or some other company's service area, you have to use their DSL service.
You're probably better off not using AT&T anyway..
