Because the air pressure in the cabin is set to equal the air pressure at about 8,000 feet in altitude. So with less pressure on the bag of chips, the pressure INSIDE the bag of chips, which didn't change, caused it to swell a little bit.

Because while you're in the air, the pressure inside the cabin is lower than on the ground.

Since the packet of chips had not been opened, it should seem puffier due to the lower pressure.

The pressure in the cabin is lower than on the ground. Since the bag was filled up with air on the ground, the pressure of the air in the bag is going to be greater than that of the air in the cabin. High pressure air always tries to move to low pressure air, so the higher pressure air in the bag is trying to get out into the lower pressure air and the bag is puffed out.

The air pressure in planes is less than the air pressure on the ground. Since the bag is sealed, as the outside pressure is reduced, the gas inside the bag expands and the bag gets puffy.
