The current frontrunners - Clinton and Guiliani - would be acceptable to those who want ongoing war, rather than outright defeat or actual victory. Clinton would clearly be unwilling to escalate the war, or to completely abandon it (a clear military defeat would hurt her chances at a second term). Guiliani certainly wouldn't abandon it, and, though he might be enclined to try to win it, chances are Congress would never give him the needed resources (even a Republican-controlled Congress never went that far for Bush).

So, the warmongers can be fairly confident with how things are going now.
