Firstly learn to LISTEN as well as speak assertively not aggressivly.
HEAR what the other person has to say, don't think of an answer before they have finished talking.
TALK in calm voice with a level tone.
WATCH the other persons body language ( when possible) and gather all you see and hear before you answer.

it means exactly what is says "communicating effectively". It means that people are clear on what you said. They understand what you are saying & know what you are expecting to happen. You are able to fully tell them the who, what, where, how & when.

Giving specific information so that they should not have to come back & ask for more details.

Means that the people you were talking to , remember and understand you afterwords .

If they went to sleep with boredom or were totally confused , then it was NOT effective .

talking in a fashion that is understandable across the board.. and getting your meaning conveyed properly.
In other words.. saying what you need to and having everyone understand.
