C. Napoleon seized the opportunity to ostasize Britain from the United States. He could not compete with the British Navy and jumped at the meritime edict to put Britain at odds with the US. Plus, the US still had a chip on its shoulder from the revolution.

I think B is correct. The British and French were both boarding American ships and forcing the crew to work for them, but when the U.S. stood up for itself, only France stopped conscripting American crews.
