another thing to think of is the amt of RAM you have; it might not be sufficient to run your AV software...you may have to remove it and install something a little less hungry. http://www.crews.org/curriculum/ex/compsci/articles/virusarticle.html has a rather simple q/a on viruses but useful. Kind of lets you know how you're NOT getting rid of it. http://www.grassrootsdesign.com/intro/virus.php has some good info... sometimes you have to wipe out the whole hard drive and reload everything. First try running the AV software in safe mode. You might pick up something on that.

Which virus? Same one each time? Then you may have infected floppy, CD, or backed up file that you are putting back on to the computer after each formatting.
Is it on a network with any other computers? If so, one of them may be infected and keeps reinfecting your PC.
Do you have multiple drives or partitions in your computer? If so, the virus may be one of the other partitions, and not be cleaned by formatting the main partition.
When you backed up your computer before the formatting, you may have also backed up the virus and be putting it back on the PC when you copy the backup back on to the newly formatted PC.

for a start i'd say get some decent free anti virus (see links) and also, are you quick formatting? if you are, the data does not get wiped, but the allocation table does, so the data is still there, you just can't access it.
