Lions, they are bad and have always been bad (except when they had Barry Sanders), but their fans are still loyal.

The clear cut answer is the DETROIT LIONS. What other team sucks so badly(1playoff win since their Championship 1951? season), yet still sells out every game?!?
There is not another team in the league like that. I have lived in metro Detroit nearly my whole life and my blood is colored Honolulu Blue and Silver. I have season tickets and have had them for 15 years. Thanksgiving dinners get cold waiting for fans who went to the game to get home after another miserable performance.
We built a fantastic, beautiful new stadium for these guys and they cant put together a winning season. Hell, I would be happy with 7-9 or 8-8!
Oh, well. Gotta go renew my season tickets now. Where is the paper bag for covering my head? Millen sucks!

Green Bay Packer fans. Obviously they like it better when the team is winning, but they still stick with them through thick and thin. They have a huge waiting list for season tickets. Some people have put their young children on the list in hopes that when they are adults, they will be able to get tickets.

I hate them and the team, but I will say PACKER Fans.
THey stuck with that team through thick and thin. They go watch them play in below 0 weather even when the team is 4-12 or 3-13. They sell out every game. They have 10,000 or more fans on the ticket list just waiting to get season tickets.
They eat, breath and sleep Packers. SO that is my answer.

I would have to go against the grain here...
KC Chiefs
Denver Broncos
Green Bay Packers
This is based on 1) sellouts, 2) insanity at the stadiums, 3) appearance of their own fans at other oposing stadiums.
If you have ever been to a Chargers game, the stadium always has as many or more Denver and KC fans. As for GB, anyone willing to wear cheese on their head has my vote too.

Green Bay Packer fans have to be. They've had very few successful years, but their games are sold out for the next millennium. It takes something like 30 years on the waiting list to get tickets. People put their babies on the waiting list when they are born in hopes that someday the kid will actually get tickets before they die. And even in bad years, if you buy tickets from scalpers, you pay hundreds of dollars, even for preseason games. They are the hardest sports tickets to get.

I'm going with Lions fans too.
it doesn't matter how bad they are, people still support their team.
and they aren't all that annoying about it (like Browns fans who think they've improved enough every off-season to get to the playoffs)
-note to most everybody-
just because you're a fan of the team, doesn't mean fans of that team are the most loyal

Detroit Lions, we sell out games, strong fan base and still have a lackluster product on the field every year...
