No signs? no underarm or pubic hair or fuzz? no breast buds? Get to the doctor ASAP. She may need hormone therapy.
Has she just not started her period? Relax; it will come.

if she has note shown ANY signs of puberty, like pubic hair and breast growth and period, by the age of 16 that isn't normal. if she shown any of the signs by 16, then she's fine. if she is 16 with no signs, her doctor will want to find out why she has gotten it and what she can do about it. the most common causes are genetics or hormonal problems, which are sometimes triggered by her weight. when someones body fat is very low, it can make estrogen levels drop too low to keep the reproductive system going properly. if that's the case, her doctor will help determine whether she needs to gain weight and how to do it healthfully, and/or put her on birth-control pills to supply the hormones her body needs.
who knows though, she may just be a late bloomer.

Are you sure she isn't in puberty? There are a LOT of questions on here from teen girls who have started their periods, have hair under their arms and genitals, etc. They all have questions but say they don't want to tell their mothers so they don't know who to ask. Why? I have no idea. I find it really strange. Why wouldn't you tell your mother you've started your period? Or you need a razor to shave with? Could she be hiding pads or tampons...or using yours?
If she really hasn't started, don't worry. She's just a late bloomer. She'll start. Some girls don't get their periods until they're 17-18. Yes, it does happen.

I didnt start until I was almost 16. Just enjoy your daughter while she isnt PMSing... ;) If she hasnt started by 16, definately check in with the doc, but dont worry too much- I know one person that didnt start until 18 and another three who started at 17. As long as she's progressing as far as growth (Height, bra-size (As long as her boobs have gotten bigger than when she was ten...)) that means her hormones are progressing as normal, and she will most likely hit menarche soon.

Some girls don't get their period until ages 16-18. By age 16, if she hasn't got her period you should take her to a gynecologist and have tests done to see if her reproductive organs are in working order. I don't get a period without birth control pills, as my pituitary gland doesn't function on it's own but I doubt her problem is as severe as mine. Chances are, if she is healthy in all other areas, she is just going to be a late bloomer. Good luck.

You shouldn't necessarily be worried. Everyone matures at different rates, so this isn't abnormal.
If she isn't already, she needs to be going in for yearly exams with a doctor. Set her up for an appointment and see what the doctor has to say.
Good luck!

I would discuss this at her yearly physical exam with her doc but usually they say no need to worry until she is 16.
