It's got good and bad parts, but is so expensive you may end up living in one of the bad ones..... There are plenty of safe suburbs that are a bit less expensive, but I think every where you go the prices will be much higher than Vegas.
EDIT:
A lot of my fellow bay area residents seem to think "perfect weather" means you never see the sun. Don't be fooled, a big draw back to living right by the bay is the fog. There's hardly a real summer unless you go beyond the caldecott tunnel or below Hayward.

San Francisco is a great place to live if you have lots of money. To get the best of both worlds find a place to live in the east bay like Oakland, El cerrito, San leandro or Fremont and get a job in San Francisco.

You'll be fine, if you lived in So Cal. Basically, if you have transportation (something small and gas efficient), you'll be fine. The city is congested, but with the economy, there is a lot less traffic on the road. The city itself is magical, and a lot of fun. The further away from San Francisco you live, the cheaper. It's best to live 15-30 minutes away and commute in. You'll love it though. Plenty of night life, nice people, and it's not as congested and bad air as So Cal.

Your best defensive weapon is the one you have between your ears. You can not escape crime by relocating. The crime rate in ALL major cities fluctuates. Be aware, don't be flashy and extravagant.
If you move to San Francisco, do it because you think it is a cool place. I do. Keep your eyes open anyway.
EDIT:
San Francisco is one of the most expensive places to live in the country.

The Bay Area is a huge place. It will depend on where you plan to work. Commuting can suck big time. Oh, and yes, it is a great place to live! Good luck.
