No, the philippines is not rich. In the 1990's the poverty rate was dramatically higher in the philippines than it's neighbors. Rates also affected by recent economic downturn in region.

I don't know much about the Philippines, but maybe you could answer that question by saying they're culturally rich. Research their music, language, food, practices, believes, dress, and such. That's the way I would tackle this question if I understand it correctly.
