Taxi will probably cost at least $50.
The best bet is to go to the skybus window at the Melbourne airport, purchase a ticket and ride into Southern Cross Station.
From there, catch a tram., preferably tram 109, getting off at the corner of Swanston and Collins.
Catch the number 64 or 5 which heads towards flinders street station. Alight the tram at the corner of williams and dandenong road, and turn right down Hotham.
Not hard to miss.

There are other ways to get from Mel Airport to Hotham St, Elsternwick.
If you use the following site

If you enter in From: Melbourne airport
and then To: Hotham Street, Elsternwick
you should be able to get a public transport method. The house number or building name could also help with finding the correct time. The rough journey should take about 1 hr with about 2 changes, involving bus then tram then train.
This should be cheaper than the taxi.
Transport pass here would depend which you would like, there are 2 hourly, daily, weekly, monthly, yearly. These can be bought almost everywhere, Metcards. Some examples are newsagents, pharmacies, train stations.
Concession rates are not avaliable for international students, a full fare monthly cost for zone 1 and 2 is around $157.

If you have a student ID card with you, you will get the concession on public transport. As for the transport to Elsternwick. To do it on the cheap you will need to get a shuttle bus to the city and then a train or bus to the suburb you need to get to or this link is to a Sky Bus Eastern that goes to the Eastern Suburbs which might help. If you want to go directly to the address you are heading for the only way is a taxi and that will probably cost between $80 and $90 AUS. The bus and train option will probably cost around $20 to $30 AUS.

A lot depends on what part of the strip you are staying. The norhtern part will cost more to get to rather than say Mandalay Bay which is at the southern tip of the strip and really close to the airport. Also the time of day of your arrival. If it is late afternoon or early evening you could get stuck in traffic along the strip and you can sit there and watch the meter just tick away. Shuttles do not charge extra for time but you could end up sitting in the shuttle while other passengers get dropped off before you. I think the price of the shuttle is actually round trip so you just have to call the book the return to the airport. That alone cuts the price in half. Either will be a wait in line to get seated. Not unusual to wait in the taxi line for and hour or more. But it is more organized than the shuttle area. The best is see if your hotel has a shuttle. Even if it is not free .. they have a different boarding area away from the crowds.

try skybus which is cheap, and takes you into melbourne city, i would go pick u up yaar, but gardi karab!! u can buy a "metcard" which is our transport ticket on the day of arrival, but i dont think u can get student concession untill u have a student card issued by your colledge, and FYI, im australian liveing in melbourne, and u can call it transportation, most of us didnt come from england in boats like everyone thinks, that realy only applies to sydney!! the links u have been given are the best ones to use, also when u get here there are some realy good places to eat, go to RED PEPPER in the melbourne cbd, try the saag, u will feel at home and the place next door has paan as well, u can get all ur normal groceries here too from our desi stores, if u see me on the stree i will share my tiffin with u !! good luck in melbourne, dont worry u can make alot of friends here and its not too bad ok : ) there are so many desis here now i feel like im in india already!!

Every airport has public transportation facility especially in Australia try that one. Or else shuttle service is a better option because it is way cheaper than taxi offcourse public transportation is cheapest.

Please remember that in Australia the word is "transport" not "transportation". This is important. Transportation for life or for seven years was the sentence handed down to many of the early settlers of Australia and the word still has that meaning.
