Go back to the basics...it needs fuel and spark. One of
them is missing...your job...find out which one.
Attempt to start, pull the plug and look for fuel (does the
plug look wet?)
May be:
water in fuel / not getting fuel (clogged filter?)
loss of spark (replace the plug?)
Could be many things

A 125 scooter is limited in power. A 125 dirt bike is designed differently, gear ratio is your problem. Neither will be very happy doing 35 for an extended period of time. Scooters also come in 200 or 250cc, you will be better off with one of those. The handling will not be any different than a 125, just the effort needed to get to 35 mph.

I would be nice to know what kind of scooter(Brand/Model)
Join
http://autos.groups.yahoo.com/group/VentoScooters/
That I started in 2003.
Funny how people a quick to bash a scooter made in China when most scooters have many parts from China.
Honda, Yamaha, etc. all source parts from China.
Saying "Don't buy a scooter made in China" will made you a oxymoron soon as more and more manufactures use parts from China.
I have a Vento Zip, A MotoStrada Liquid 260 and a Yamati 200GS, All great rides with no problems.......All made in China. Buy a scooter made in the USA..........Impossible, None are made here!!!!
Eat that China haters!!!!!

If it aint the plug, the only other thing is fuel aint getting in. So, clean the carb, as the jets are most likely clogged due to the inferior filter, and check the fuel filter as well. If there isnt one, I highly suggest you put an inline filter on it.
Next time, dont buy Chinese!

You learned an expensive lesson.
Don't buy Chinese junk.
You can't buy parts and no one will work on them.
Clean the carburetor.
Dirty/clogged jets in the carb will kill it.
