Just got a new system. Any program or game that uses the graphics card only works after a restart, never after a cold boot. I have correctly installed the latest drivers.Whats up with that ?

Get the latest version of DirectX
Make sure the driver for your video card is not a third party driver....in another word get the driver from the manufacturer's web site of the video card .

Are you running Vista, if so there being run in compatablity mode restart holds software in load, shut down flushes memory unless you specify it not to.Sleep or hybernate should work
