In UK, all Car Registration Numbers are issued by DVLA .. and all number plates have to conform to specific sizes, fonts, layout and colours ..
Since the layout is fixed by law, standard number plates are a 'commodity' (low cost, minimal profit) item.
However a number of 'Internet' based shops (typically regsitered outside UK) do exist that will create 'play plates' (not legal for use on UK roads) = is this what you are thinking of ?

On the legal side, it is illegal to display number plates with 'customised' fonts, or with logo's etc on them, even though it's not always enforced (unless you're 17-20 of course!!). The only 'legal' purpose is for 'off-road' use.
