I made a really nice ceiling rose using a cheap silver tray as a mould.
The silver tray looked very similar to the silver tray in the site below.
http://www.silvergallery.com/sgRB-S283.html

The materials I used were.

1. Cheap decorative Silver Tray
2. Cornice Cement http://www.gyprock.com.au/Gyprock/Content/PS-Jcom-Cr-cement.htm
3. Vaseline (Petroleum jelly)
4. Water

I thinly spread Vaseline (Petroleum jelly) over the inside of the silver tray to prevent the Cornice cement sticking to the mould.

Mixed the cornice cement and water together to make a smooth paste and poured it into the mould (Silver Tray) and smoothed it over.

I gave it a couple of days to completely dry out then turned the silver tray over and the ceiling rose came away the tray easily. Then I gave it a wipe over and a very light sanding.

I drilled hole in the middle for the light fitting wires to come though and stuck the Rose the ceiling with some more cornice cement, then I painted the ceiling and rose with white ceiling paint.

The other product you can use instead of Cornice Cement is Stud Adhesive. If you are thinking of using a silver tray as a mould you can even get them even cheaper for around $3.00 at St Vinnies or Smith Family Opportunity shops.

Plaster Of Paris Moulds

This sounds way to labor intensive for a DIY.

Are you trying to create a decorative/patterened effect on a ceiling? Why???

First of all you'd have to make plaster panels; like tiles. To do this you'd have to build a mold frame, perhaps in a square, actually have a shape/pattern already to make the mold from; pour a liquid latex into the frame/over the ready made piece; allow it to set; pull it, then in another frame place the mold upside down, and pour plaster; allow that to set; peel the mold; make another; try to figure out how to attach, Fragile plaster tiles to a ceiling.

Why not just buy pre made, decorative ceiling panels, in Metal/PVC/Wood ???

If you can't be bothered to spell out the word plaster, most people can't be bothered to answer.
