My AVR got broken(its making static sounds) and i am planning to not have one.

AVR is advisable in locations with frequent/severe voltage fluctuations. BUT most good PC power supplies could handle voltage fluctuation. ATX V2.01 specifies the following:
For 115 VAC - 90V min./135V max.
For 230 VAC - 180V min/265V max.
Good power supplies that comply w/ specifications usually have global certifications on their sticker labels (e.g. TUV, UL, FCC, etc.)
Power supplies with active Power Factor Correction also have auto ranging (or auto-volt) and are capable of handling wide voltage fluctuations.

A voltage regulator is designed to automatically maintain a constant voltage level.

If u hv frequent voltage fluctuation in ur home then better to go for one to avoid break down of ur PC.

Yes! it is very important for your power supply of your pc not to be destroyed quickly. And it is better to have avr for each pc.

a voltage regulator is necessary when you have bad power lines. I your tv flickers when you turn on your microwave or you have brown outs, it will save your computer ( or whatever it is protecting). Although there are not absolutely necessary. They almost always come as part of a uninterpretable power supply (UPS).

PC. have an comutation source , but if the general source voltage is bad , it"s a good idear to have this AVG
