The reason Bush is not pulling out of Iraq, and should not pull out of Iraq, is that if he does, Iraq will get even worse. Also, if Bush does, attacks in Afghanistan will increase by a huge amount. There the Muslim extremists will think that they have won in Iraq, and can win in Afghanistan.
Now to address two points above, Islam does not want a war. Muslim extremists want a fight. There are loads of Muslims in the US who love peace, and there are muslims vering in the US armed forces.
Second, when it came to World War II, the US did not enter to help the UK. It did because it was attacked by the Japanese in Pearl Harbour. Germany declared war on it soon afterwards. Yes, we in the UK are grateful for US help, but the US would not have been able to beat Germany without the UK. That is why the forces were called ALLIES.

It's just how things worked. When things were bad in WW2, we didn't call the boys home and say that the British had the situation in hand. My dad was a soldier and one thing he said was that you can never have enough support. It's like an operating room. You don't want the anastheologist and two of the surgeons to say, "OK I'm done shifts over" when the intern is still elbow deep. The intern is like Iraq, they are still the intern and don't know what to do about the current situation.

Bush waits for experts who know what the situation is. That's all. We have no dictators. Our leaders serve for four or eight years and use experts to help them make the best decisions possible.
One reason is the constant influx of enemy combatants from other countries. Islam does not want this conflict ended. They could end it by ending the conflict. U.S. would have to go home.
