if i have a 100% insulator...it wont show properties of attraction/repulsion isnt it?

If it's an insulator and in some sort of flat shape such that you can put two conducting sheets on opposite sides, you can make a capacitor, sort of a two-dimensional Leyden jar. That should hold a static charge and show the usual attraction/repulsion/charge induction with pith balls, etc.
