No he never intended to. Bin Laden is very dead now. He has been dead for a few years now. It was fairly widely reported in the Muslim world but not, of course, in North America.
Even these "new" films by Bin Laden are just new copies from the original and only real set of tapes in the beginning. All others have since been proved hoaxes.
Bin Laden was also known as Bin London because of his close ties with the UK secret service as well.
So no, he never meant it. I heard an interview in which Nick Rockefeller speaks, 9 months before 911, and laughs at the images of all the American soldiers looking in caves for non existent terrorists and for a patsy called bin laden.
Rockefeller was also laughing at how set up Americans were being for this absolutely BS "terrorist war" against .. no terrorists. He spoke of 911 as preplanned LONG ago.
This was an inside job and everyone knew their role, more or less.

He is hiding in the very rugged Pakistani mountains near the border with Afghanistan. And the Pakistani government refuses to allow our troops to go hunt for him there.
