Congress can enact certain laws that are effective on federal property, that would be prohibited as general (national) laws.

Congress can dispose of federal property, by gift or sale, without normal constitutional constraints. For example, Congress can give property to specific religious organizations, where it would otherwise be illegal to benefit those religions and not others.
