Because broccoli needs air to stay ripe and you can surround broccoli by the water in the can because it will wilt.

Because canned vegetables are disgusting...
But seriously I think it is because broccoli cannot be compressed. Compare it to something like spinach and you'll see what I mean.

to preserve it, it would need to be some kind of layer of water and when you opened it a month or two later, it would be all soggy. do you like limp broccoli?
