I think there are 5 bands one could put into the "greatest" category, concerning Metal.
Black Sabbath is the beginning of all that is Metal. Nobody has had the impact that Sabbath made in the late 60's/early 70's. Using power chords and playing primarily in minor and diminished keys is still the standard fare for all types of Metal.
Judas Priest had a large impact, as well. Their faster palm muted machine gun riffs, and 2-part guitar harmonies set the stage musically for the NWOBHM, Thrash/Speed Metal, and Death Metal that would come later.
I agree with you to a certain extent on Metallica being the greatest. Metallica, (pre-Load days), made some of the best Metal ever written, but they have really faded in quality and credibility over the last decade and a half.
Pantera really filled the hole in metal in the 1990's, and their ultra-heavy sound is still being copped by today's bands. Unfortunately, Phil Anselmo's problems with drugs and quarrel with Vinnie and Dime ruined them. Sadly, with Dime's murder, we'll never see a reunion of one of the greatest Metal bands ever.
I think some of the best newer Metal is coming from Lamb Of God right now. They're setting the standard in metal these days, and will have their own little legacy down the road.

I agree Metallica is the best and they have easily withstood the test of time.
However, AC/DC's Back in Black out sold Metallica's 'Black' album last year. Both bands were one and two in catalog albums sold (i.e. not newly released music) and you will be happy to know they crushed all the boy bands from the '90's.
It always makes me happy when everyone bad mouths metal. The genre seems to hold up over time while the big Grammy winners fade. If the genre sucks, while are they selling and the Fugees have vanished?

Metallica are AMAZING and can't wait for the new album. My favourite songs are Sad But True, Ride The Lightening and One.
Slayer and Black Sabbath are also cool, but Metallica had more hits than ice-cream.

The who really ain't that metal but I can see where your coming from since they kinda paved the way for some of the very early on metal bands but back on the subject this question has been asked millions of times and there is no real answer it's all based on your personal opinion, and for me i can't really decide since my opinion on greatest metal band changes over time so i really can't give a real answer but as of currently the band I enjoy the most no matter what would be Children of Bodom

metallica's older stuff is from when they were the GODS OF METAL!! RAWK ON!! lol. but they used to be thrash, which is like Punk and Metal combined, it's much better than just metal (but not as good as just punk rock, PUNK ROCK ROCKS!!)
