Its not classified as a PC, those are desktops. You have a laptop as you stated in your title. Minor gross conceptual error.
Anyway, sounds like your laptop is overheating. Many Emachine laptops are prone to this problem and many other laptop models develop it over time. What you need to do is find information on how to open your laptop to get to the heat-sink. You need to remove the fan from the CPU/heat-sink and remove all the lint and dust that have accumulated on the fins of the heat-sink. This will drop your temperatures so that the computer doesn't shut down on itself.
If the computer was not overheating then try 10 things to do when the computer will not start up:

If you can't get it figured out then I strongly suggest that you join a forum such as this http://www.techsupportforum.com/security-center/hijackthis-log-help/166697-ran-combofix-now-my-winxp-pro-pc-stuck-infinite-reboot-cycle-help.html so they can help you on a more personal level.
UPDATE:
Check these two sites to help you more specifically aimed at Internet explorer 7 as the cause of your problem.

Ah, the boot loop. You either have a serious error with the OS, or, more likely, a hard drive error.
You can try restoring your system and seeing if that fixes things. If the computer still won't run, or if it goes back to doing this again after you're restored the PC, you will need to get a new hard drive and then restore the PC.
You will need the CD's that came with the computer to do the restore.

Try a safe mode boot first by hitting F8 before you get to the windows splash screen. Then select safe mode from the menu.
If you still get the same error, you probably want to try to boot from the windows cd. If you F12 at the Dell screen, you can then select the option to boot from CD from there. You will then see a line that says "press any key to boot from CD" so make sure you do that before it moves on to try to boot again from the hard drive. Enter recovery console and try issuing the "fixboot" and "fixmbr" commands (w/o quotes) and then reboot to see if that helps.
If you still have no luck, you may need a new hard drive.

It may be a hardware problem. I would recommend getting a bootable OS disk and formatting the hard drive and re-installing Windows or Linux. If you have information you need to keep on the laptop, it's possible to transfer the data, but it's not easy.

Get a new hard drive.
The blue screen you see is "the blue screen of death". It is never good to see this. Your HD is probably krunked up. You will need to buy a 2.5" hd and reinstall the OS (operating system). Good luck.

well...first off lets learn how to spell..but on a different note. your motherboard is most likely starting to die. a very similar problem happened to me and i found out from the computer solution place that my motherboard died. and if that is the case with your computer your most likely better off to get a brand new one unless you are under warranty because a new motherboard is around $500-$600.

sounds like you have a hard disk error, try to get into BIOS by pressing F12, or Del, or something and check info and see what it says under HDD, if it says 'none' then you need to get a new hard drive :(
