Both games are for PC. The thing is that FOC (Forces of Corruption) is an expansion of empire at war. You need empire at war installed to play FOC. FOC adds a new single player campaign, new units and changes the way certain units are used. My advice is get both. Play empire at war from beginning to end and then do the same with FOC. You'll love it. Hope this helps
