England was a Totalitarian state under the Protectorate of the 1600's. And a number of African States where Dictators have held sway were pretty oppressive as well.
Zimbabwe, formerly Rhodesia claims to have a Socialist Regime, but acts more like a Kleptocracy.

for some kings... there is very little actual difference... you can look at kings like Henry VII and see little more than a crazy tyrant...
so England for many years was under a monarchy... but so was almost everyone else...

I believe Hong Kong (since 1997) is the only one. Despite being a small island, they are one of the largest exporters in the world. The CIA calls their goverment a "limited democracy".
