it is where enough votes can not be gained by one party to close the debate of the other party and the party holding the debate is doing so just to delay the bill being passed.
an example would be if the Rep know a bill will pass but they want to filibuster they would start debates to delay an actual vote on the legislation and unless the dems could get what is called supermajority (a vote of 60%) to close debates the Reb could stall by continued debate on the issue thus delaying the vote and passage of said legislation. It is basically a stall tactic.

The rules of procedure state that a person who has been given the floor (allowed to speak) can hold the floor (continue to speak) until they are done.
A filibuster is a procedural delaying tactic, where a person takes the floor during a debate and keeps talking and talking and talking and talking and talking and talking and talking and talking and talking and talking and talking........ to delay the vote.

when a law is being made someone who doesn't want the law to be passed will keep talking (not necessarily saying anything relevant) in order to delay it or prevent it from passing
