The academic program is a top factor, naturally. See the department websites and course catalogs. Another equally important aspect is the campus life. You'll be living there for 4 years, so the social atmosphere, extra-curricular activities are important. Many colleges offer virtual tours. It would be great if you're able to visit, but this isn't always affordable if you're going out of state. One thing to consider is that people grow and change during college, so you want to have a college that offers enough variety to accomodate your interests.
For example, I worked on the campus radio station and yearbook because I was interested in journalism. By my junior year, I was interested in sociology and psychology and did some internships in those fields. Fortunately there were great programs in both fields. Talk to friends and relatives about their college experiences, what they enjoyed, what they learned, what they would do differently.

tough to say... depends on what is most important to you. If want to study business, go to a school with a good business program.... if you are more artsy, go to a school that leans to the liberal arts... science/tech?... you get the picture. Then, do you want large or small? Is there a specific program you are interested in? Is it only at a few schools? Look at available extracurriculars (music, athletics, government...) Are you interested in a school with a big time Division 1 sports program with 100,000 people at a football game, or would you rather 500 people at a D3 school. Maybe you don't care about any of that... It all boils down to what is important to you. Your education will be what you make of it...

The academic aspect. The only real reason to go to college is for the education, so any other reason would be...uh...stupid (for lack of a better term). If you know what you want to do, check for the best schools to pursue that degree.

Look at the college ratings online, then look at how much they cost. If a college has a decent rating but a high cost, it is better to go for a decent rating at a decent cost. I would only recommend a private college if you know they have the absolute BEST program for your interest (and in-state helps it is MUCH cheaper).

You'll make the friends and have a good time, that's what college is all about. But after you have a good time, you want something that can get you a good job at a good company making good money.

if your lookin for the college fun life lol den u should go wit 1 with a big reputation..but if ur just goin 2 get an education and get it over with u should go with 1 with out a reputation because theey are usually cheaper

Cost - can you afford it and does it offer financial aid?
Location - is it where you want to be in realtion to your loved ones?
Major - does it offer a strong program in your major?
Atmosphere - do you feel comfortable there?
Safety - will you be safe there?

(1) That is has the program you want and it is a GOOD program
(2) That you can afford it with your income, parents help, loans, etc and be able to pay it back with your expected income
(3) How close you want to be to family and friends
