You received a lot of good answers. I would also make sure your razor isn't dull, it sounds like you're getting to close & removing some of your skin.

Try using a beard trimmer with a shallow guard. You can remove just about all of the hair "down there" and eliminate the stubble, nicks, razor burn and ingrown hairs.
Shaving "there" is different than shaving other parts of the body, it react differently than say the face, or armpits.
If the razor is causing problems, give the trimmer a chance. You have nothing to lose and may be glad you did. My wife's been doing for years and she's thrilled with the results, and I am even happier.

Razor burn is caused "downstairs" because you are probably getting too close of a shave and when you do that with curly hairs (because typically it is curly down there) you will get ingrown hairs. the best ways to prevent this is to make sure to use soap and water and use a single blade razor so you don't get quite as close to the skin when you shave.

try using a shaving cream for sensitive skin a a razor with aloe pads on it. And before you start shaving, let the shaving cream/gel sit for a minute or two.

Maybe your skin is reacting negatively to the blade or the shaving cream you are using. Check for open cuts or bruises. This causes it also. Otherwise, use an electric razor..

Next time cut it shorter before "shave" it. Soap work much better than cream. You need to use new razor each time.

I have found that using hair conditioner really makes things good and smooth when shaving. I prefere using it over everything else. The suave conditioners are great.
